The CGCE hosted a Learning Forum on Education for Children in Conflict Affected States on April 28, 2008. International speakers were joined by members of Canadian civil society and CIDA staff to discuss best practice and policy implications for education in conflict situations.

The CIDA-CGCE Global Action Week Research Roundtable on Civil Society, Aid Effectiveness and Education was held on April 30, 2007.  Members of civil society and government representatives came together for a stimulating discussion on these topics.  Speakers included:

Canada and Aid to Education

In April 2002, the Canadian International Development Agency (CIDA) launched its Action Plan on Basic Education. From 2000 to 2005, Canada is quadrupling its investment in basic education. At the end of the five-year period, the total expenditure will be CDN$ 555 million. In 2002, the Prime Minister also announced that Canada would double its aid to basic education in Africa to $100 million by 2005. This is a welcomed increase;however, Canada is encouraged to provide additional assistance.

Since the year 2000, the percentage of aid that Canada has disbursed to basic education has increased, and basic education has been made a funding priority for CIDA.

Clearly, Canada has and can continue to take a leadership role in the achievement of universal basic education. Yet, in 2004 Canada gave only 59% of our “fair share” required to meet the $7 billion dollar requirements for meeting EFA goals (source: Underacheivers: A school report on rich countries’ contribution to Universal Primary Education. 2006, Global Campaign for Education.) .

The Canadian Global Campaign for Education Alliance is not only encouraging the Prime Minister Stephen Harper to make Education for All his issue, but is exploring the changing role of civil society in the field of basic education both in Canada and internationally.

Civil Society and Education

Civil society organizations, including non-governmental organizations, play an important role in providing educational services and working with education sectors around the world.  The meaningful participation of civil society in developing countries in the development, implementation and monitoring of education systems is increasingly recognized as important for the success and long-term sustainability of education plans.  Civil society in Northern countries also plays an important role in building strong relationships of support with our Southern colleagues and in advocacy and information-sharing in our partnerships with Northern country donor organizations.

Right to Education

Education is a universal human right. It is a fundamental right shared by all people throughout the world. It is recognized in many international agreements including the Universal Declaration of Human Rights (1948), the International Covenant on Economic, Social and Cultural Rights (1976) and the Convention of the Rights of the Child (1989). At the World Conference for Education for all in 1990 in Jomtien, Thailand, 155 countries and 150 organisations made a commitment to ensure that the “the basic learning needs of all children, youth and adults are met effectively in all countries”. At the World Education Forum in Dakar, Senegal in 2000, participating governments committed to achieving quality basic education for all by 2015. The Global Campaign for Education demands that the international community uphold its promise. The Canadian Global Campaign
for Education is ensuring that Canada is doing its part!
